Would the fact the site was on an SSL certificate and is now not on an SSL certificate effect this (all configure.php settings have been altered accordingly)
We are still waiting on the previous host to release the ssl cert back to us

Update- The weird issue appears limited to my machine only
My machine appears to be the only one that is suffering this bug, i loaded a VPC of XP on my machine and the Curltester script worked on the site perfectly
I dug out an old linux laptop and tried the site, curltester worked perfectly
So I would assume it is my machine that is having the issue, although I can't figure out why, as I have
Run crapcleaner cleared browser caches (I have tried 5 different browsers), flushed DNS, tried a (sydney based)proxy and a US one
There must be something I am missing to clear it,
