Default Cannot set attributes. Cannot add anything

When I go to set the attributes. Under Option Name Manager, under 1 type in download - order 0 - Under the dropdown even if I try dropdown or radio button then click insert. The page goes back to the main page for the admin folder. Even going to the option value manager I am taken back to the same page as Option Name Manager. I have set the download folder to 777 and even tried 755. I have all pages set to match the old store and don't know what I am doing wrong. I checked the logs folder and I have no debug messages. Any Ideas?

    This is a clean install.

Personally, I don't understand what is happening, or what the problem is. Clearly something is wrong, but can not tell what.

    1) What is the goal (what is desired to be done), 2) what is happening that does not meet that goal, and 3) what has been done to meet the goal including any documentation that has been used to accomplish the goal?

I sell embroidery designs. I am trying to make them so the are downloadable. I still have the old store up so I went page by page and have made sure all the numbers match in the configuration and catalog. Can it be because I do not have pay-pal set up? I was going to set it up after I move the new store over to the old stores position.

The only other problem I have is that the categories and sub-categories are showing up in a row instead of columns. I was going to figure that out later.

Just checked the log folder after trying to get the attributes to set this morning. this was in there.

What version of PHP are you running? Are you 'conversant' with your webhost's phpMyAdmin tool?

PHP 5.5.11 and no it scares me so I stay away from it simply because I don't understand it.

I thought you were talking about something else. I have never opened the PhP my admin.

I was heading down a wrong path; since you're running ZC 1.5.4, the "configuration group 0 is missing" issue doesn't apply.

Perhaps you've got a bad upload of /YOUR_ADMIN/options_names_manager.php?

Just so anyone who has the same problem. While your uploading the option_name_manager you need to reload the option_values_manger. After getting the name manger working the value would not work until I went in uploaded it.

Yeah! I'm glad you got your issue sorted out. It seems like there are a lot more corrupted uploads occurring recently ...
