Can we automatically set different third party credit card processors to be used for different countries (based on country field - or maybe IP address)?

They can be configured by zone, so you can create a zone, and then allow that payment method by that zone. Selecting --none-- will enable it for all zones.

Not stated, but implied. To allow multiple zones in a situation where only one zone is selectable or to offer different options for a given payment processor based on zone, then copy the applicable files and rename them to offer a version of the file set for each instance of the payment processor. includes/modules/payment and include/languages/modules/payment contain at a minimum the required files.
