EZ-Pages disabled after editing

After upgrading oldsummit.com from 1.51 to 1.54 by installing a complete new install and then copying merged files over where mods have been made, we had a problem where EZ-Pages weren't displaying, instead getting 404 results. I found this thread:

So I went in and turned on all the EZ Pages in the footer column. That solved the problem.

But now when we edit an EZ Page, it gets turned off. I found this thread with a similar problem reported:

From advice in the first thread, I also turned on the TOC column. But now, if I edit a page, the TOC column gets turned off. In both instances, when you're view the page during the editing process, the editing fields show that the footer and TOC is turned on. So something happens during the update process that isn't looking at the fields as they are shown on the page.

Not sure how to proceed from here as it's not throwing up any errors, either on page or in the error_log files.
