Admin Configuration Menu items change with language selected

Upgraded from 1.39
The original database has same languages, with Japanese as the default.
The site is working properly, but in Admin I only get the full list of Configuration menu options if I select Japanese. The other languages show only the items I have entered in as "extra_definitions" items.
Doesn't kill me, because I can switch to Japanese to select the options, but it would be good to know what I should fix to make this normal (in case it is affecting something else).

It looks to me as you forgot to update the English language files to the current version you are using.

The menu titles are multilingual, and stored in the language files like english.php. Constants like BOX_CONFIGURATION_MY_STORE.
But the actual configuration titles, descriptions and values are single language. Those are stored in the database
