shipping weight not being calculated correctly

A new product has been added with a weight of 9.5. But as you can see from the screenshot, the UPS calculator lists it as 11.5 pounds.

How can I resolve this?

What is the setting? Digits before the colon are % weight to be added to account for packaging. Digits after the colon are pounds to be added.

If I want to use the exact weight that has been input for each product, should the setting be 0:0 ?
