Is it necessary to copy the entire cache directory over from old host to new host or can it be skipped

Contents can be skipped (though should include .htaccess, index.php or index.html, those type files) but the cache info.. leave it behind. The destnation location should end up with a cache directory to prevent errors associated with it's absence.
