Paypal Express No Vat

Hi I am having trouble with my payments on my zen cart

all the payments go through ok but some payments are missing the vat



As you can see in the first line Tax is 0% - the product should be £11.88 with Vat.

In the totals it looks like there is vat - is Paypal assuming the tax is already added?

It was running ok - I tested it with my paypal account, but the last three customer orders have no VAT added.

The orders are standard sales - different products

I think it maybe the shipping zones because the orders within the same area of store are showing tax - the last three are different counties.

Countries - only UK
Zones - all the UK counties
Zone Definitions - UK - All Zones
Tax Classes - UK Tax 20%
Tax Rate - Standard 20%

This is correct - starting with just deliveries within the UK

Cornwall is showing and adding the VAT but other counties e.g. Devon, Wiltshire etc. are not.

and
Locations / Taxes > Tax Rates
