Whoops your Session has Expired! Oh no!

I have installed a fresh new version of zen cart and uploaded Westminster New theme but I have had an issue with customers being able to complete their order. On my end I get the Whoops your session has expired message. When I revert back to the default theme it's the same. I originally posted for help thinking this was a paypal issue but I don't think it is. Whatever is causing the session to expire is holding up customers from moving forward.

When a customer gets stuck, the who's online tool shows them to be at this point:
/sale/ajax.php?act=ajaxPayment&method=setNoscriptCookie

This error has shown itself before (https://www.zen-cart.com/showthread....-in-field-list), unfortunately without reply to follow through and get resolution.
