Setting up zones, zone definitions, taxes, and shipping options

I am at wit’s end on getting my Zen Cart going, despite extended studying. Any help would be appreciated.

I want 2 country designations: USA and world. Should I create 2 zone definitions as detailed in: https://www.zen-cart.com/content.php...ne-definitions ?

Free shipping to USA address and item-based shipping charges to world addresses.

I want products for world shipping to have different prices according to product options: for example:
CDs:
No jewel case (paper & discs only): Shipping: Free
Jewel case included: Shipping: $5.00

I want to have sales tax only for state of Colorado. Should I create a zone under USA zone definition? Or should I create a third zone?

Zen Cart 1.5.4 running on GoDaddy. PHP Version: 5.4.43 (Zend: 2.4.0). Database: MySQL 5.5.42-cll-lve. Westminster new template. http://new.msrproductions.com/.

I have no zones in


FIRST, set your store's zone properly:
Admin > Configuration > My Store > Zone
Choose your country and zone from the lists provided by the edit button.
