salemaker does not apply to quantity discounted prices

i found the salemaker won't apply to the quantity discounted prices(it only affect its' original unit price).
For example,'A' prices $1.87,the quantity discount 'cut off 10% at 10 pieces' is $1.78.Now we set a '15% OFF' salemaker to all products.Then the price would be $1.59(15% off $1.78) for 1piece and $1.78 for 10pieces...
The salemaker doesn't apply to the price of quantity '10'.However it should be.

I too am in the same situation. Salemaker should override qty discount if it's a higher discount. Same goes for single product specials, currently qty discount wins.
