time zone setting warning

I've recently had this warning come up when I try to log in after putting system to sleep or disconnect from internet

Warning: strtotime(): It is not safe to rely on the system's timezone settings. You are *required* to use the date.timezone setting or the date_default_timezone_set() function. In case you used any of those methods and you are still getting this warning, you most likely misspelled the timezone identifier. We selected the timezone 'UTC' for now, but please set date.timezone to select your timezone.

what follows tells me to go to my login.php in admin and make a change but line 13 it directs me to is not there - only line 12 refers to is
define('ADMIN_PASSWORD_EXPIRES_INTERVAL', strtotime('- 90 day'));

Is this a hacking attempt to have me change the login.php to a vunerability?
