That is correct National is the US and International is the Rest of the World (excluding the US) ...

STORE_COUNTRY

which is set in Configuration ... My Store ...

After free shipping set up, where customer can see the sign about that free shipping option like greater than $199?

The above settings (modified for $199 instead of $190) would affect the shipping options available to the customer once they have navigated to the checkout_shipping page. To advertise that free shipping is available for purchases greater than $199 would require other things like a banner or other method of advertising in the cart. The above settings do not cause any such advertising and the affect of them are only seen on the page where shipping is selected/entered.
