when i click a banner, it just show blank page

i set Banner URL: https://esta.cbp.dhs.gov/esta/

but if I click that banner...just show blank page with this url http://test.com/index.php?main_page=...banner&goto=13

so I changed another banner url like http://usa-dallas.mofa.go.kr/korean/...main/index.jsp

and I clicked that banner again...just show blank page with same url http://test.com/index.php?main_page=...banner&goto=13

why the url was not changed? is it related to the permition?

if someone experienced about that please let me know...
