I think I've found it - I've changed store template to classic green and there are polish letters.
I don't know how, but it looks like store template is the cause of the my problem.

Nice move, switching to the classic template. That was going to be my next suggestion, as I'm puzzled as to why the information displays correctly in the admin but not on the store-front and thought that it might be template related. Unfortunately, it's not since there are still '?' characters in some of the category names.
You've got the DB_CHARSET definition set to 'utf8' and the CHARSET set to 'UTF-8' on both the admin and store, correct?

SOLVED:
Custom Zenn template is doing own sql queries.
It's using it's own db connection (piece of ########!) using something called ezsql.
It was not passing DB_CHARSET param to ezSQL_mysql constructor...
