Store Pickup Specific Tax Rate

I need help with setting up a tax rate for a specific shipping method. What I am trying to do is have the State tax (4%) charged on all shipments within the state (which is currently working), but have the tax overridden to (9%) if the Store Pickup shipping option is selected, regardless of shipping or billing address. I don't believe the "Local Sales Tax Mod" will be of help, because I need the change based on the shipping method, not the shipping/billing address. Any help would be greatly appreciated.

Are you using the stock checkout in zen? This could be added to the checkout prior to the confirmation page... if store pickup is detected, make it 9% - they get to the confirmation page and it's reading correctly.
