USPS won't return a value for 1st class mail between 13-15.9 ounces

Both Stamps.com and Endicia allow you to print 1st class postage for values of 13-15.9 ounce.

The Zen-Cart USPS module won't return a first class value for 13-15.9, it will only allow you to charge priority mail at the 1 pound rate.

This is causing me a lot of problems. For customers in California, the price difference in shipping is like $7!

You need to be set the USPS shipping module to Online vs Retail and you need to set the Maximum weight for:
1st-Class Package Service COMM. ONLINE

to be high enough, such as 0.9999, so it will show ...

I played around with 1st-Class Package Service COMM. ONLINE before and I swear it wouldn't generate a value between .8125 - 1.00 before. However, I tried it again and it's working now. Thanks.
