In v160 an old version of COWOA was originally incorporated, but has been aggressively rewritten to provide multiple customizable checkout flows, including guest checkout, shortened checkout (ie: less than 4 screens), etc.
But has not been added in v155.
The constant you quoted was never for what you're thinking of in terms of Guest Checkout. It was created to accommodate how PayPal Express Checkout creates orders without creating (login-able) customer accounts:
ie: define('TEXT_CHECKOUT_LOGOFF_GUEST', 'NOTE: To complete your order, a temporary account was created. You may close this account by clicking Log Off. Clicking Log Off also ensures that your receipt and purchase information is not visible to the next person using this computer. If you wish to continue shopping, feel free!
