Not enough info.
The problem could be as simple as trying to to submit a request for a payment that was never completed in the first place, or perhaps the person that the refund is intended for has closed their account - or the account has been closed by PayPal, and possibly because the transaction has already been fully refunded.
From the paypal dev page: Error 10009 means:

10009 Transaction refused Account is locked or inactive DoAuthorization
DoCancel
DoCapture
DoReauthorization
DoVoid
UpdateAuthorizationRetry the request at a later time or close order. 10009 Transaction refused This transaction has already been fully refunded
