Zen Cart 1.5.5a with PPEC shipping method enabled. When the customer first "hits" the checkout_payment page, the PayPal payment method is pre-selected.
Is this expected behavior? I don't remember it working like that on previous Zen Cart versions.

No. On a default install, when someone goes thru checkout for their first time, there is no payment method pre-selected.
I just did a fresh install of v155a to confirm.
Maybe something in your customizations?.
