I'm not sure about why this is happening but my server is set to NY EST time, and in ZC's admin the time is >>>

host.theoutletseason.com - Europe/Moscow - en_US
I just set Server Time to NY again and Sync it!!! so

What time zone is set in your /includes/set_time_zone.php file?
