I'm assuming you're wanting to have GV purchases bypass the "Queue" which asks the Storeowner to approve them.
You can do that in Admin->Modules->Order Total. Select the ot_gv (Gift Certificates) module, and click Edit. Then set the Queue option to false instead of true..
