First you need to upgrade to a modern version of Zen Cart. Your 1.3.8a version is from 2007 and has dozens of serious security flaws which are best patched by upgrading.
And THEN you can edit the admin login.php file and change the following line:
zen_redirect(zen_href_link(FILENAME_DEFAULT, '', 'SSL'));
to
zen_redirect(zen_href_link(FILENAME_WHOS_ONLINE, '', 'SSL'));

Thanks, however upgrade is very complicated due to a non-existence of "bridge" PHP and MySQL versions between the two. Still trying to come up with the right strategy to build new version on the same host. Further complicated by the fact that the I cannot seem to run two PHP versions on the server.
My new plan is to build new version on a local unix distro and hoping that it will work once the host is upgraded to new PHP/MySQL version.
Please feel free to suggest any additional pointers. The numerous Zen-Cart how to's posted here don't seem to offer a good way to upgrade on the existing host.

Perhaps your host has more than one server and can let you begin a migration with a test setup on the new one.
Otherwise, get a definitive answer from them as to what version they are going to and when. If they are this slow to "keep up" they may not be able to go to a usable version for 1.5.5b much less the current version of PHP.
You could also get a .net for your .com (or similar) and do a 30-day free trial somewhere with a cpanel (again, IF your host does or is going to provide that).
