Paypal checkout error routines:SSL3_GET_SERVER_CERTIFICATE:certificate verify failed

Website was recently upgraded to 1.5.5b but I am currently having the following

(60) SSL certificate problem, verify that the CA cert is OK. Details:
error:14090086:SSL routines:SSL3_GET_SERVER_CERTIFICATE:certificate verify failed

Zen Cart message: An error occurred when we tried to contact the payment processor. Please try again, select an alternate payment method, or contact the store owner for assistance.

The error started mid october, before the upgrade and I had assumed it would be corrected in the update.

Current plugins are the Canadapost shipping plugin
