europe/ world and own country tax

i live in a country in europe, so that has its own tax zone. Europe i gave another tax zone ( to charge the vat/tax) and i have a zone for 'world' ( all besides europe)
how do i prevent this 3 zone from including europe and my own country?

select all countries except your own and the ones in the Europe zone.

I have zone Netherlands
zone Europe and zone world
i know i did it a 10 years ago but my mind is blank
i would really appreciate your help

i don't suppose i would have to add each country
hahahaha
would be great if a plugin/sql update for only Europe would come, where you can delete your own country
