How to require Gender, DOB, and Telephone Number when customers add customer info

When customers add their customer information they are not required to add Gender, Telephone Number, and DOB. However whenever you go to admin to edit customer information the Gender, DOB, and Telephone are required.

Is their any way to make the validations consistent?

Either on or off?

This is basically template related. Check your version of includes/modules/YOUR_TEMPLATE/create_account.php with the default version in includes/modules/create_account.php. That file contains the validation checks that you are indicating are not present/responding.

To turn most of them off, go to configurations->minimum values.
