State Field not showing in Sign up form

Hi I am using zc1.5.4 and just installed the winchester new theme. Just noticed that on the sign up form, the option for state is not showing up or the dropdown, tried everything, it is set to true in admin. when I inspect it with firefox, it is there but it is like it is being blocked for some reason, could ssl have anything to do with it. this was working with tableau theme but think it is the theme. Possible a jquery issue?
site url below, just stumped but real problem as this my zone field so in effect payments won't happen unless this field is completed. hope someone can help.

You might try posting in the template's support thread, to see if anyone else has seen the issue and/or found a solution.
