shipping options not available for gift certificate at checkout

I need a gift certificates with shipping costs options visible to choose from at checkout phase.

When I try to set the GV with shipping cots, I can see at checkout only free shipping options with 0 cost. Why ?
I have already set Product is Virtual: No, Shipping Address Required and Always Free Shipping: No, Normal Shipping Rules option.

What am I doing wrong?

No. I don't see any weight. Another strange thing is at checkout I can see only one paying option ( by credit card ).

Can you explain why shipping is needed?

It seems if the item needs to be shipped, that the item would need to be treated like a real world object. Lat9 asked about a weight being identified because, well that can be one factor to identify that the purchased item needs to be shipped and shipping info collected.

Seems from review of information in this thread that more is needed to be able to assist with other issues.

For example, now also talking about payment options as well as shipping options. Which ones are enabled for both module types?

If a product has no weight, there's nothing to ship so the "free shipping" shipping method "kicks in".
