Default Change order of create account

Is there a way to move the country input box to just below the name? The reason is that my international customers get confused because the country input box is below the state box (USA is default country) and they often don't see the country input box and then get frustrated trying to figure out hto put in their province/state etc if they don't change the country first.
    Thanks
    CArol

Edit tpl_modules_create_account.php and relocate lines 115-118 (circa v1.5.5) to a higher spot on the page.

I agree, Ithink it should be like that by default.
I change field labels/popup-helps and javascript error traps based on the country selection and so I have always had it after the name.
Given that the state drop-down is based on the country, country should come first: don't make the customer think.

years ago, i remember a vendor trying to sell me on a different system for entering addresses (i deal primarily with us addresses). it reverses the order of entry, which completely makes sense to me. and autofills based on entry.... something like this:

i'm a big fan of entering addresses that way; although some users get rather confused by it.
