You can play with the tpl_header.php file in /includes/templates/your_tamplate/common/
to change the place of the top line / logo placement.
Regarding the logo to the left, this could be done in the stylesheet.css file for desktop and
responsive_mobile.css / responsive_tablet.css for mobiles/tablets.
