Flat Rate shipping not working correctly.

Flat Rate is not offered to customer when I have a zone selected. The below is how it was setup using 1.5.0 has this been changed?

Country > United States
Zone Name > USA only
Code > US

ZONE DEFINITION
Zone Name > USA only
Zone Description > Flat Rate for US only
Status> green

Under Shipping Module have amber Sort Order when zone selected is USA only and green when zone is set to none.

6.95

Tax Class
--none--

Tax Basis
Billing

Shipping Zone
USA only

Sort Order
0

If I leave this zone set to none is dangerous due to International orders will select Flat Rate @$6.95

I have found a fix for the above.

Goto to Flat Rate shipping module and Remove it.
Now install Zone shipping and rename to something like Best Shipping Rate. Then select the shipping zone(s) you want to be available in.
Also Shipping boxes and weight will be displayed.
