checkout_payment.html blank in Japanese language pack

I have prepared Japanese language pack on my own effort for YOURstore theme. It processes into Step 1 of 3: checkout_shipping but couldn't process beyond that. It just hangs on checkout_shipping.html page with blank content. But English language pack has been working well. What could be the possible causes?

First, any time that you get a blank or partial blank page, should check the logs directory. For ZC 1.5.1 and above this is in the /logs directory. Detail is provided here: http://www.zen-cart.com/content.php?124-blank-page

Also, this could be a result of the URI rewriter that is being used: ZC does not have a checkout_shipping.html file. The path name for that stage of the process is: https://yourdomain.com/index.php?mai...ckout_shipping.
I was thinking that perhaps there was a problem with SSL, but login would be expected before the checkout_shipping stage and that login would require credential entry which would be expected to be through https: if it was enabled and therefore does not seem like it would be the cause.
