Session problem, can't log in to admin

I'm still having complaints about people not being able to order from my site. They're getting the message that they must enable cookies, no matter how much enabling they do. I was told that related to the session settings, so I changed a couple of them to see if that would help. Not only did it not help, but now I can't log in to the admin side. Can anyone help?

I'm able to log in to the admin side again, no idea why it wouldn't work before.

In an attempt to fix the cookie issue, I changed the session value 'Recreate Session' to false, and it's now possible to continue on past the demand for cookies. But I'm concerned that many people are going to fumble around with trying to enable cookies and may never click on Continue. Can anyone enlighten me as to why this might have suddenly started happening? The cart worked perfectly for a year and a half, and now I'm having one problem after another. They were not related to any code change, as none have been added in months.

Do you have a valid SSL certificate for the site? Is the site set to use SSL (as defined in ENABLE_SSL)?

Yes, and yes. I've had a valid SSL certificate all along, and the site is set to use it.
