Checkout with shipping to be billed separately plugin

So we finally have our shipping modules working and giving us some good results in conjunction with Auction Inc and Ship Station. We ship around the world but we ship some large items. The issue is some of the boxes are to big for USPS to ship to some countries so it kicks out the order and tells them we can't ship the order. But, we can with the use of a freight consolidator. USPS has a max package girth of 108" whereas APC has a max of 120". In the past we have been manually getting the rates then billing the client for shipping.

Is there a module that allows the customer to checkout without shipping charges and lets them know it will be billed separately? Like a Free Shipping but call it an international shipping option. I would like to set it by zones. The modules I have found all want me to set the product as a freight item but that isn't what we want.

Ceon Advanced Shipper has a setting where the customer is instructed to "Contact Store" after the sale to arrange shipping.
