That's because the /templates/YOUR_TEMPLATE/common/tpl_main_page.php is rendered (as you found) for all pages.
To add text on the main (a.k.a index) page, you can use the built-in processing and update the main-page's define-page (your admin's Tools->Define Pages Editor) to include that custom content.
What template are you using?

You may set permissions using your ftp software, or thru cpanel's file manager, if I understand correctly what you mean by permissions.
That said, have you considered as an alternative to edit your languages file, languages/english/YOUR_TEMPLATE/index.php?
Or depending on where you want the text you could edit some tpl_ file in includes/templates/YOUR_TEMPLATE/...
Unfortunatelly template monster does not have good reputation from what I understand, and might have customized it differently, and you should ask them first.
To follow up with keneso's response or perhaps identify an area of uncertainty relating to modifying "permissions". It appears that the question is related to the permissions of the files/content once tools->define pages editor has been chosen, but it is also possible to restrict an admin user from being able to get to the define pages editor.
It is not clear if the question about modifying the permissions is related to a specific define page or accessing the area where the define pages can be seen/edited.
The ability to access the tools->define pages editor area is controlled by the admin user's profile and the associated admin group.
