this is error note from web when I try to change template settings.

How can I fix it? I have check the ftp promission. only allow user to read, write and excute.

If not mistaken, this looks like an issue with the admin user's profile settings and that haven't been granted permission to that area of the site. The setting(s) for this would be under the admin menu option next to other options such as tools, extras, catalog, etc...
