How are new payment platforms integrated into ZenCart? I would like to try and integrate LINE pay (https://line.me/en/pay) and NAVER pay but we are having problems trying to get them integrated. My web developer is saying it's impossible. But zen cart being open source, can't it be created or how can we integrate?

You really need to ask *them* if they have an SDK or API for developers wanting to use their system. I took a look at the link you posted and didn't see anything that looked like a good starting point.
