What is the history of the site? Was it a fresh zc1.5.5f install or was there an upgrade involved somewhere?
fresh files (literally nothing from old site except configure files which were upgraded properly), upgraded database and new template. The server is also new and did have an issue but is corrected now. Server folks who are zen cart folks are mystified.

You're getting logs from neither the storefront nor the admin?
I can confirm that on this server, I can go to another hosting account, break the site by removing a ' on a define in the english.php forcing the site to blank page and get a mydebug because of it. On the site in question the same exact change will blank page the site but does not write a mydebug log.

When installing, were the install logs generated?
Folder permissions for the logs folder?
Did the enable_error_logging.php files get uploaded/verified uploaded, complete and intact?

I can't tell you what might have been generated during the database upgrade but since nothing is writing to the folder, I doubt anything did. enable_error_logging.php is there and was uploaded as a part of the zip I created and have used before with no issues. To be sure, I uploaded it again and the results are the same.

On my test 1.5.5f site this functionality works fine.
Have you checked the permissions of the logs directory?
Try creating a log by hand: at the top level create test.php with this content:
then go to mysite.com/test.php and see if a log is created.Code:<?php require("includes/application_top.php"); error_log("test");

Permissions are fine. I tested your method on both the OPs site and on the other site I was testing and I can not generate a log with this method. I tested it on one of the other servers which is a bit older and it does generate an error log with "[17-Mar-2018 00:58:26 America/New_York] test" in it. There still must be something about the way this new server was set up that is causing this, though I still don't understand why on this server I can get a log to generate in one account and not the other when I simply break a define in the english.php.
