Could someone let me know which file controls the tax rates to be applied?

Based in the UK so EU should be vatable, Chanel Islands should be VAT Free and the everything else should be zero rated.

Everything was fine until I upgraded from V1.5.1 to V1.5.5f. Now taxes are displayed correctly for my EU VAT Zone and also zero rated for my Channel Islands Zone but everything else gets my EU VAT Zone and UNKNOWN_TAX_RATE when it should just be UNKNOWN_TAX_RATE. I even set up a Rest of the World zone and added a few test counties and zones in those countries but the result is still the same. See my screen shot below.

I have also double checked and I don't have the zones appearing in more than one definition by mistake. I did have incl/excl vat mod installed on my old store BUT when I upgraded I started from scratch so only the database came across. That mod only added a few config switches so I don't think that is the culprit. The only other changes I can think of were made to stop the thousands of "PHP Warning: A non-numeric value encountered in" errors I was getting on PHP 7.1.
