Trying to create a zone 2 and 3 discount

We know international shipping is high, there's nothing we can do about that, but that doesn't mean we can't do something! Therefore all month of April and May, international orders take 10% off on orders over $100 with checkout code: BRIDGES

But when I go into coupons, I can only set zone restriction to US... is there a way to achieve a coupon that only works for zone 2 and 3?

Need to create a new zone definition and everything that goes with it.

As far as "zone 2" or "zone 3", well, will have to define what is included in that, but basically need to work in the area of locations/taxes from the admin screen. Suggest reviewing related FAQs (that I haven't gone to search for but know exist).
