Add tax regardless of billing and shipping address?

V1.51 - presently have 1 zone defined, simply Australia. Taxation is fine. We sell some digital / subscription products that can be used in Australia AND overseas so we need to charge tax regardless of the billing and shipping arrangements. All the tutorials that I've found seem very long winded having to add countries and zones manually.

Is there any way to easily charge tax on ALL products regardless of billing and shipping addresses?

Look at the setting Admin->Configuration->My Store->Basis of Product Tax = Store and see if that will work.

Well that didn't work. A lucky customer avoided paying tax! Setting the tax basis to "Store" caused no tax to be charged to any order not originating from the country/state of the store.

You'll have to do some modifications. Change includes/classes/order.php to behave as though the customer were always in the store zone. (Modify function cart().)
