Trying to set up paypal express. I have SSL up and working.
The IPN url is just a slash, which paypal doesn't recognize. I've tried removing and reinstalling the module and no change.

I changed domain from http:// to https://
It looks like everything is changed to https:// except for PayPal Instant Payment Notification Preferences URL.
It is still shows as:
http://www.my_domain.com/ipn_main_handler.php
and
http://http://www.my_domain.com/index.php?m...eckout_process
I could not edit it.
Should it be changed too or it does not matter?

This is coming up more and more as Merchant Account companies are requiring secure connections and sites are going full-on secure.
The http:// versus https:// problem rears its head often.
Actually, most links will work correctly (and not show as insecure content) when simply preceded by //.
Try //YOUR_DOMAIN/ipn_main_handler.php to see if PayPal and the module will accept it. If it does, you're done.
Already know that other links work just fine with this setting. If the linked URL is not https://, the browser will open it in http:// and the link will not count against your site's security.

Not sure at which location you are seeing/still seeing the http: instead of https:... there are settings to be entered at PayPal, there is content recommended while in the admin->Modules->Payments section, there's the actual return process and there's what is in the payment modules files as well...
So a little more explanation of the problem location, what has been edited and what is happening could go a long way. :)

In your 2 configure.php files, change HTTP_SERVER to have an https URL
