This logic does work correctly in 1.5.5. I sell fractional products as well.

Min and Max .25

Not that it matters for the particular issue but doesn't

Min: 0.25 mean the minimum quantity that can be added to the cart
Max: 0.25 mean the maximum quantity that can be added to the cart

Shouldn't Max be increased or set to Zero

I'll have to play with that as soon as I'm done rebuildng/updating our test server.
Currently, a customer can place any amount, up to the amount available, into the cart without error.

As @mc12345678 asked previously, what value is being set for the products' Product Qty. Units? For the products you've described, it seems that the value should be set to 0.25 (so that the customer can purchase in increments of a quarter-yard).
