PayPal Express requiring login to PayPal

Something has changed with PayPal Express. It has worked forever. Now PayPal requires you to login to get purchase protection. Is there any way to turn this off?

Not seeing this from any of our accounts. What about your site is possibly different from ours (default USPS and PayPal Express)?

No default shipping the item is a membership. Yes PayPal Express. Its crazy this worked as recently as Oct 15.

The paypal transaction goes through without a confirmation. The order stays in the ZenCart cart as an open order. PayPal shows the order went through PayPal. Nothing has been done to the site for a month or two. You can actually try to pay for the order again and it goes through paypal but stays in cart after you get the purchase protection error.

I get three options with the purchase as the last available.
First two are the usual "Have a PayPal Account?" or "Pay with debit or credit card"

Yes but after you enter the credit card it requires the the PayPal Purchase Protection as in the initial screen shot.

Guess I missed that fact in your original post.

What does PayPal say?

Attached is a screen shot of what i get when PayPal starts. You cant get past it without entering a PayPal account.
