It just turns the the box around the two boxes (paypal account and password) red if the screen is submitted and wont go any further but the transaction does go to PayPal.

I tried using the PayPal Standards version and everything works correctly. It looks like the problem is definitely related to the PayPal Express version. Let me know if I can try anything else.
Has the email address you are using been used to make PP payments or CreditCard payments via a PP module more than 10 times anywhere on the internet?
10 uses of an email address is a PP trigger to require a PP account or a purchase valued greater than $2799.99

Possibly 10 transactions, but they should give you some way to continue without creating a PayPal Account or logging into PayPal. Went back to PayPal Standard it it works correctly. Tried Express again ant the problem remains. Went back to PayPal Standard and PayPal works as it should.

That's the idea. PP makes their money in transaction fees. They are allowing/providing 10 transactions as a courtesy because they incur the CC processing fee that you are charged, which is nearly a wash to their payment system.
If you want to accept CC unconditionally from any customer, then you use/pay for the PP product which allows CC to be accepted without a PP account or you use another Merchant CC processor to accept CC.

I saw this problem recently as well. I turned off "in context" and deleted the merchant ID in Zen Cart admin/modules/payment/PayPal Express Checkout. The PayPal screen then returned to not require signing up for an account.
