Coupon Code not working in step 2 of my checkout

Using version 1.5.5e on a server running PHP 5.4.45

Site URL is: torkmag.com

When you add an item to the cart and proceed to checkout enter the coupon code and nothing happens.

If you leave the credit card number out and try proceed to page three, enter the coupon code again, still leaving the credit card number out and hit confirm order it them applies the coupon code. (you get the error message saying the cc is required of course).

Basically I need to know how/why the coupon code isn’t working during step two of checkout.

This is what everything is set to in coupon admin:

Coupon Zone Restriction: 0
Coupon Name Black Friday 20%
Coupon Description
(Customer can see) 20% OFF for Black Friday
Coupon Amount 20.0000%
Coupon Minimum Order 10.0000
Free Shipping No Free Shipping
Coupon Code BF20
Uses per Coupon 0
Uses per Customer 0
Start Date 11/22/2018
End Date 11/26/2018

Also, you should be running higher PHP for Zen Cart 1.5.5 for expectation of things working more correctly overall.

Those values are both blank for no limit. There isn't actually a zero there.

So instead of discussing the differences between empty and containing a zero, how do things operate if some positive value in each of the two referenced fields?
