How to add a product which is not physical one??

I would like to add a product called "Signature Service". When a customer need a signature service in shipping, he/she can add it to the cart and purchase.

I did as following steps, but when I added some products with this item into the cart, the shipping fee increases.

Step1.
"Product is Virtual" option in Pricing section , I selected "Yes, Skip Shipping Address"

Step2.
In Dimensions section, I didn't input any values and I selected "Yes"

Step3.
In Shipping section, I selected "Special, Product/Download Combo Requires a Shipping Address", input "0" in Products Shipping Weight.

For example

If I just add one product....
Free Shipping Options (Free Shipping) US$0.00
Delivery Service (Worldwide Express) US$109.89
Delivery Service (Worldwide Expedited) US$67.75
Delivery Service (Standard) US$31.95

If I add one product with the product "Signature Service"...
Free Shipping Options (Free Shipping) US$0.00
Delivery Service (Worldwide Express) US$125.89
Delivery Service (Worldwide Expedited) US$79.75
Delivery Service (Standard) US$38.95

I don't want to increase the shipping fee when the "Signature Service" is added.

Seems that this is related to the shipping module. If it exists, would recommend posting to the forum thread for that module. If it doesn't exist, would recommend posting the shipping module installed. The "dimension" fields discussed are not part of a standard install of Zen Cart.
