Whatever is causing it, it seems that the developers of Zen Cart don't see fixing it as a priority. I'm now beginning to think of how to migrate to a different platform. Really don't want to, but there may be no choice.

hairydog, i'm also UK based, wondering if the issue we have is a uk specific cardinal commerce/payflow problem.
I suspect that it is mostly a Paypal problem. I think their systems are overwhelmed by increase in ecommerce business due to Covid-19.
I think there is a problem with Zen Cart not handling the Paypal issues as well as it should.
A known issue has been ignored for longer than it should have.

As far as I'm concerned, a warning is a sign that something needs fixing.
Stripe is working just fine, but I'm not convinced it is using 3D Secure.
