As far as I can see, there is no way to specify permitted shipping zones by product, is that correct? I am about to begin selling a perishable product that will be shipped only to adjacent states, at least for now. I've looked, but don't see any way to restrict shipping only to those states. I can add code to popup_shipping_estimator and checkout_shipping, but I was hoping not to have to do that.

There's software commercially available that can support that, otherwise there is at least some amount of coding that would be necessary to limit product to/from a shipping method. Not saying that it would take much coding to limit a few product to a shipping module that is zone based, but it is some.

It's certainly possible but there's nothing built in; you'd have to write some custom logic based on your specific requirements.
