If the site were in the wrong directory ... in other words one or both of the configure files has the wrong path, then that could prevent uploading. It would mean that the admin configure file has the wrong path. I doubt it though because there would be more issues than not being able to upload. If the catalog side configure file had the wrong path the images wouldn't even appear....

I'm telling you it's a server issue which is potentially compounded by errors in both the software and server limits configuration.

I agree with the server but don't think that's the whole thing. If both sites are truly on the "same" server, it's very puzzling.

Since the posting tips weren't used, I'd be interested in knowing what
i even deleted the element and it speeds things up, Parse Time: 0.564, but i kind of like the element
    means. Element?

If images are in different folders, is IH (if used) able to see them all?
Did you read the posting tips?!?

fixed The parse has been decreased to around 1 second. Actually, when we turn on the additional image feature on the product hover, an extra query runs for every product to fetch those images. This increases the parse time and if the image is not found that time is increased further. So, we have turned off that feature from the theme admin panel and you can see the difference now.
